Several months ago, a London-bound traveler from Ghana missed her flight from Kotoka International Airport in Accra not because she failed to show up at the airport on time but because she was unlucky enough to approach an immigration officer for help in locating the gate from where she was to board her plane. Asking an official or anyone else for such assistance is nothing out of the ordinary, except when you happen to be dealing with corrupt officials who seek to exploit any situation to their personal financial advantage, or who otherwise artificially create difficulties for people so they could extort bribe money from them posing as saviors.
Like their counterparts elsewhere around the world, immigration officers in Ghana are supposed to turn back travelers suspected of carrying questionable travel documents. Most of the time, however, suspicions about travelers who are turned back for this reason have proved to be completely groundless. The incident cited above is a good example. In this case, the traveler was not permitted to get on her flight ostensibly because the immigration officer from whom she had sought directions to her gate suspected her of traveling on a false passport. And what was the basis for the immigration officer's suspicion?

According to the traveler, the officer argued that, since her passport indicated that she had previously traveled through the airport, she should have been able to find the gate on her own, insinuating that her inability to do so meant that her passport might have been falsified. This harebrained argument implies that even a mere one-time passage through an airport (the traveler in question had used Kotoka only once before) should necessarily give a person perfect knowledge of the location of every installation or fixture in that particular airport complex. Not even airport employees can claim such familiarity with the airports where they work.

So the young lady -she was given the option of bribing her way through but she steadfastly refused -was prevented from leaving Ghana on schedule because immigration officers "suspected" her and decided to conduct an "investigation" into how she procured the documents with which she was traveling. Interestingly enough, the so- called investigation lasted for as long as it takes to drive from Kotoka airport to the British High Commission in Accra, where the poor traveler was dragged for verification of her visa to enter the UK. Consular officials at the High Commission promptly.

I confirmed that both her passport and her visa were genuine. The Ghanaian official in charge of the "investigation" only succeeded in making a complete fool of himself in the presence of British consular officers, who thought the whole exercise was totally unwarranted and a sheer waste of everybody's time, not to mention a waste of the Ghanaian taxpayers' money.

But while perfectly legitimate and law-abiding travelers, just to get them to pay bribes, are harassed and humiliated and prevented from getting on planes at Kotoka by immigration officers, criminal elements laden with drugs and other contrabands routinely make it through the immigration checkpoints at the same airport unimpeded. We know this because drug smugglers originating from Kotoka are frequently apprehended at European and US airports. The only way the criminals manage to ship both themselves and their toxic merchandise by air is through bribery of airport officials.

Inbound travelers also do encounter their fair share of problems with Kotoka' s corrupt officials, in their case mostly with customs officers. To get their luggage out, travelers, especially if they are carrying a lot of stuff, often must pay bribes. Those who refuse to "grease the palms" -the local terminology for bribery -of customs officers usually run the risk of being taxed out of their personal belongings and gifts. As with immigration, either you bribe your way through customs or you suffer the consequences for being a "wise guy."

Yet in discussing the issue of corruption, it would be unfair to single out immigration and customs officers at the airport for criticism. Corruption in Ghanaian society is very rampant. Like the hydra-headed evil that it is, corruption can be found everywhere: in the police stations, in the hospitals, in the government ministries, in the banks, in the palaces of local chiefs, in city halls, in the comer offices of supermarket and department store managers, even within the hallowed confines of academia. It's an epidemic of sorts, an epidemic that has plagued Ghana for as long as Ghana has been around as an independent nation. And it seems that this plague has a long course to run because the government isn't doing anything to curb it, and the general population largely appears resigned to it.

As for the governmental indifference, perhaps there is a good reason for it. It appears that when the government looks in the mirror -and this goes for all past Ghanaian regimes as well -what it probably sees is an image that bears an uncomfortably striking resemblance to the bribe-takers at Kotoka. The truth is that government can only take action against corruption if it is ethically up to par. Unfortunately, like a good man, or a good woman, such a government is hard to find anywhere on the African continent. Which partly explains why Africa has always been, and may continue to be, on the margins of human advancement. When public servants. both big and small become preoccupied with feathering their nests or serving their own selfish interests, the greater good of society inevitably suffers.

Source-African Spectrum (Berko Akoto)

Reuben Hadzide.

One congregant in Hyperbolic Chamber
... Pastor was busy casting out demons
Chicago, IL. October 23 (GHP) - Seven members of a predominantly Ghanaian immigrant Pentecostal Church are still in hospitals here this morning, for carbon monoxide (CO) poisoning.
During the regular Sunday service, 20 ambulances reported to a 911 call, after a church member activated the emergency service, against the will of the pastor-in-charge, who preferred to cast out the "demons" possessing his congregation with prayers.

The service was a joint one by the English and central Amnesty. The former conducts services only in English language while the latter service is conducted in Akan. Both services occur concurrently in the lower and upper chambers of the church building. There were about 250 worshippers in attendance when the incident occured.

A faulty boiler at the Church, located at 7919 S. Ashland Ave., is believed to be the cause, according to Fire Media Affairs spokesman Richard Rosado. The church was secured as of 1:36pm and services were canceled for the rest of the day.

Initially, there were about 20 people who were either unconscious or lethargic, but a lot more congregants were afflicted with headaches, which is one of the early symptoms of the toxic gas.

One child has been transported to a hospital in Peoria, Illinois, for hyperbolic chamber treatment after hospital authorities at Christ Hospital detected that his condition was severe enough to warrant the expensive treatment.

Other church members who were exposed to the colorless, practically odorless, and tasteless gas were seen asking paramedics to take off their intravenous drips because they do not have medical insurance coverage and fear of huge hospital bills; obviously unaware of the federal law providing a safe net for charity care to the uninsured and low-income patients in cases of emergency medical treatments they receive. Ghana Home Page cannot confirm rumors that some refused treatment because of their immigration status.

CO is found in combustion fumes, such as those produced by cars and trucks, small gasoline engines, stoves, lanterns, burning charcoal and wood, and gas ranges and heating systems. CO from these sources can build up in enclosed or semi-enclosed spaces. People and animals in these spaces can be poisoned by breathing it.

It is not immediately known when the church will be allowed by the City of Chicago Authorities to start using the building for services after this incident. Before the incident, the owners of the building, Pentecost International, had planned to put the over one million dollar property on the market.

Reaction in the Ghanaian community here is mixed. Whilst some were of the view that such a large property that hosts more than 200 people should have had carbon monoxide detectors others felt Christians must use their brains when it comes to life and death situations and must not always rely on prayers to solve their everyday problems.

Source:
K. Victoria Boateng.

The email correspondence which followed more than a week of long distance telephone calls and email enquiries explained how the court handles subpoenas.

“As I stated, a subpoena of the former President of Ghana was not contained in the court file. My Criminal Department informs me that subpoenas are contained in criminal court files when attorneys file them. Perhaps the subpoena you reference has not been filed with us” explained Elena Demos Esq.

The confirmation by the Cook County Court introduces a new dimension to the Daily Guide’s publication of the court’s alleged subpoena of the former president and the reaction of Jerry Rawlings’ office describing it as forged. Victor Smith, an aide to the former president insists that there’s something fishy about the alleged subpoena and the manner in which it was delivered, but the Daily Guide and its acting editor Fortune Alimi say they are not in a position to determine whether the document was forged or known to the court that allegedly issued it.

Mr. Alimi told the dailyEXPRESS on Saturday that his paper has no interest in finding out from the court about the alleged subpoena. According to him, “I am a journalist and I get some information and I publish it.”

Pressed to explain why he is not interested in checking with the court after the doubts raised by the Rawlings office, Mr. Alimi said it is not for them to check on the authenticity of the document, adding that “you’ve have found out and the court says it is not authentic then fine.”

The dailyEXPRESS is not in a position to confirm whether the said subpoena is fake or forged, because as explained by the Cook Country Court it is not known to them, but cannot say if it was forged. It however goes on to say that “pursuant to Illinois law, subpoenas must be issued by the Clerk of Court, Dorothy Brown. An attorney will bring a subpoena to our counter and, whether the subpoena has been filled out or is blank, my office will issue the subpoena by affixing a raised seal on the original and a rubber stamp seal on the copies, along with the signature of Dorothy Brown. Each of our 2,300 employees has been deputized and is authorized by law to sign Dorothy Brown's name. After the subpoena has been issued by my office, it is the attorney who decides who it should be served upon and why.”

What is however known and confirmed is that the Elena Demos Esq’s office has not received any such subpoena request and same is not on the case file in the matter Victoria Boateng’s assault of one Ruben Hadzide.

The office of the former president and the Freddie Blay (First deputy speaker of parliament) owned Daily Guide have been involved in a long running radio & print battle over the said subpoena with Mr. Smith accusing the newspaper of political mischief.

The newspaper is also yet to explain why it kept out the name of the law firm that reportedly applied for and issued the subpoena, Ubio O’Neal and Associates of Chicago from its publications.

The object of the daily Guide publications has been that Victoria, who has been charged for assault on Ruben Hadzide, has caused a subpoena to be issued for the President Rawlings to appear and bring along evidential material on the murder of former Ghanaian head of state I. K. Acheampong, Victoria’s (or alleged) father.

Victoria Boateng was charged for knowingly causing bodily harm to Ruben Hadzide after striking him in the face and breaking his glasses on July 30, 2006.

She was arrested on September 11, 2006 and her bail was set at $2,500. She paid 10%, or $250, as the law allows her to do.

Source:
dailyexpress

State of Illinois vs Victoria Boateng
October 16 2006 will forever be remembered by Ghanaians home and abroad that the "419" subpoena issued on former president of the Republic of Ghana, Flt. Lt JJ Rawlings, by an attorney defending Victoria Boateng for assault charges against her did not carry any merit!

The Chicago based Nigerian Attorney defending Victoria Boateng could not immediately explain to Judge William O'Malley why the former president of Ghana should appear before his court with documents that did not relate to the assault charge.

Attorney Ubio was fumbling for words to explain why he allegedly sent a subpoena to the former president without the court's notice and could not readily explain to the court the rational for such unilateral action.

The accused Victoria Boateng, who styles herself as Victoria Acheampong in the Ghanaian community in Chicago, was sporting a black skirt with a red top coat and large dark glasses accompanied by her sister and two others did not say a word in court.

Judge William O'Malley called the case of State of Illinois versus Victoria Boateng precisely at 9.10am and the parties stepped forward to the front of the Bench. The assigned State Attorney to prosecute the case, Bill Conway, was held up in another courtroom and so a stand in put in an appearance. Reuben Hadzidze the victim, requested the Court to stand the case down till 10.30 A.M to enable his own lawyer be present. However, the Lawyer for Victoria notified the court that he had another case in Skokie, Illinois and prayed the Court to proceed.

The judge explained why Victoria was facing the State of Illinois in court and before he could take her plea, Lawyer Ubio of Nigeria descent from the law Office of Ubio O'Neal and Associates announced his representation for the accused Victoria. Ubio told the court he had subpoenaed the former President of Ghana. The Judge then said the Court had no jurisdiction over any person or persons who do not reside on the soil of the United States and asked Ubio for any case law precedent to support his position. Ubio then started fumbling for words and finally admitted he did not have any case law to cite. Ubio then asked for an adjournment to December 7, 2006 to enable him look for cases to support his position. The complainant, Reuben Hadzide then prayed on the court for an expeditious completion of the case. The Judge therefore granted Ubio till October 30th 2006. It was at this juncture that the properly assigned Prosecuting State Attorney Bill Conway appeared in court to take over the case. The State Attorney immediately moved the Court to quash the alleged subpoena from Ubio. The judge informed Mr. Conway that he had put the case to October 30, 2006.The State Attorney, Bill Conway then gave notice that he would move the Court at the next sitting to quash Ubio's outrageous Subpoena in order not to allow Ubio to abuse the process of the Court.

From today's proceedings, it has now been established that former president Rawlings has not been legally or properly subpoenaed to appear before Judge O'Malley today, Oct 16, 2006 as wildly reported by Daily Guide and some other Ghanaian newspapers. Legal experts for Ghanaweb said the Court frowns on fishing expeditions by Attorneys and that Ubio faces a tall order in getting the court to go along with his preposterous subpoena. The no-nonsense Judge O¢Malley gave indication that he would not like this case to be protracted.

Source:
Ebby Koney

Ghanaweb

The Ghana National Council of Metropolitan Chicago, GNC, informed Ghana Home Page that the most splendid African cultural festival in the Diaspora, Ghanafest is slated on July 29 2006 at the historic Washington Park, 5600 and Payne Drive, one block West of the Dusable Museum, in Chicago. The festival starts at 1 P.M prompt this year and ends at 10 P.M.

According to the Public Relations officer of the GNC, Ms. Marian Issakka, dignitaries who have confirmed to attend the festival includes the former president of Ghana, Mr. Jerry John Rawlings. The GNC is working hard to get a high powered government of Ghana delegation also to attend the festival. She also informed Ghana Home Page that security at this year’s festival will be tight.

“The guest of honor believe me, will speak strictly to the theme of the festival this year, that is, “ Ghana Our Heritage” He will use the speech to unite Ghanaians in the Diaspora, believe me” said Mr. Kutor, an official of the GNC.

For the first time, Ghanafest, a twenty two thousand dollars event, is copyrighted. Members of the community who want to cover the event must therefore call Dr. Mark Kutame at 773-805-1145 or email to mkutame@csu.edu or to anomantu@msn.com for accreditation .The main festival grounds will be restricted to the press , organizers, performers and others with valid accreditation. Videotaping or still cameras will not be allowed on the main festival grounds to non-accredited person or persons.

Ms. Issakka concluded by saying that for the first time, Voice of America and BBC has expressed interest to cover this great festival.

On the other hand, the Vice-President and Treasurer of the GNC, Mr. John Assabill clarified rumors that the GNC receives large monetary sponsorship from the city of Chicago. He stated that the City of Chicago sponsored Ghanafest 2004 and 2005 with one thousand two hundred and fifty dollars ($1250.00) each year. “Like last year, the Chicago Park District is demanding five thousand dollars as park usage fees from the GNC, and we do not have that kind money to pay” Mr. Assabill lamented.

Meanwhile the Business manager of the GNC, Mr. Cobby Boahene stated that live Band and D.J music will be provided alongside cultural troupes in Chicago and from Ghana. Live hip-pop musicians will be there to entertain the expected 25,000 crowd.

The festival itself will show case the African harvest scene and a taste of Ghana and African arts and craft.
Source-GNC

There were vehicular and human traffic jams at all the traffic lights in the Metropolis as fans sang the praises of the Stars in unison, an indication that football could unite the nation irrespective of political and ethnic links.

Speaking in separate interviews with the GNA Sports, Ms Mabel Afagoji said for once the Black Stars had "sold" Ghana to the whole World in Germany 2006, hence the need to accord every single player in the squad, including the technical team respect and honour. She said even if the Stars fail to progress to the next stage of the competition, the nation would still attract tourists and investors to boost the country's economy.

She said the Stars went to Germany as underdogs, considering the dismal performance they put up in Egypt during CAN 2006. "But the men have made Ghana proud and we need to also be proud of them."

Mr. Bill Jumbo James, one of the jubilant fans indicated that the Stars did well but that they should not be scared of the Brazilians since big names do not play ball.

He called on the private sector and other individuals to pledge heavily to the Stars so that they could "kill" themselves and beat the Brazilians, adding that "Even if they fail to progress to the next stage we are still proud of them."

Others who spoke to the GNA Sports praised the Stars and called for more support to encourage them to attain higher heights to print the name of Ghana in gold.

There was virtually no Abudu and Andani or NPP and NDC in Tamale during the jubilation but peace, unity and togetherness, which was characterized by joy and love for one another after the dramatic victory.

Source:
GNA

In demonstration of how Ghanaian women have taken football to heart, breaking away from tradition of football being the preserve of men, they joined in the celebration with their flags, in cars and on any moving object to savour the famous victory.

Ghana's victory over the USA earns the Stars, who are making their first appearance in the World Cup a berth into the second round, as the first and only of the five African representatives in this year's event.

Though some of the celebrations, especially those by some cars boarded on a knife-edge, as any mistake could result in fatality, for once, nobody seemed to care as everyone threw caution to the wind. Whiles some sat on top of cars singing patriotic songs, those on foot never missed a second of the celebrations, as they formed groups and took over the streets in celebration.

There was no mention or reference to the Stars' painful opening day defeat to Italy as Ghanaian for once, believed that the Black Stars had what it takes to go far in the competition.

At the Danquah Circle, traffic grounded to a halt, as fans that watched the match on a giant television screen close by, poured into the street after the match to celebrate.

An elated fan, Joyce Annan who GNA Sports spoke to, said she just felt like hugging all the Black Stars players, to personally thank them for what they had done for the nation.

Another lady, Rose Adjei in an Areeba funny hat said all Ghanaians should celebrate because 91this is indeed a special day.'

"What I went through on during our opening day's defeat to Italy made me loose a little confidence in the team, but after the Czech win and our win over the USA today, I fell we can beat any team in the tournament."

"Bring them on" was the words of Kwaku Ntim who told the GNA that the Stars team had what it takes to go very far in the competition.

"The Western media have made some of their players large than life, but on the pitch of play, we have the materials to beat every team if we put our heart and mind in it."

He said if Shilla Illiasu and Habib Mohammed could play with the superstars of Italy and Czech Republic and did not allow them to walk over them, then the Stars were 'into something good.'

The Stars who played a great game took the lead in the first half when Haminu Dramani who stood in for suspended Sule Muntari robbed the USA skipper Claudio Reyna of the ball to coolly place it beyond the out streatched hand of Casey Keller in post of the USA for the opener.

The Americans lifted their game and drew level when Damascus Beasley capitalised on a poor pass from Derek Boateng to centre for Dempsey to blast home the equaliser for USA.

The Ghanaians remained unperturbed and fought back and had their second goal just before the break, courtesy a penalty converted by Skpper Steven Appiah after striker Razak Pimpong had been upended in the box by his American marker.

Though the American lifted their game in the second half, they could not find a way past the tight Ghanaian defence until German Referee Markus Merk blew the final whistle for the end of the match, after five minutes of added time.

Source:
GNA
